The State Corporation Commission’s (SCC) Enterprise Technology Services (“ETS”) Division seeks a contract Power BI Developer to design, build, and maintain reporting and analytics solutions supporting business divisions across the agency. This is a full-time contract engagement with an initial term of one year and the option to extend.

Responsibilities Include: 

  • Design, develop, and maintain Power BI reports, dashboards, and semantic models supporting business divisions and product teams across the agency.
  • Build reporting solutions on established Dataverse data models, working with existing tables, relationships, and security configurations rather than defining the underlying data layer.
  • Develop data connections and transformations using Power Query against additional sources as required, including SQL Server, Azure Blob Storage, and Cosmos DB.
  • Develop and optimize DAX measures, calculated columns, and semantic model relationships for accuracy and performance.
  • Work with business stakeholders to understand reporting needs, define measures and metrics, and translate business questions into usable visualizations.
  • Support reporting needs across multiple product teams and divisional efforts, with assignment and prioritization directed by the SCC Power Platform and business intelligence lead.
  • Support short-duration, time-sensitive reporting requests as agency priorities require.
  • Implement reports in accordance with established workspace structure, dataset management, and row-level security standards, and contribute recommendations to strengthen those standards.
  • Apply appropriate handling of sensitive and restricted data in accordance with SCC data classification and security requirements, building to established security design.
  • Maintain and enhance existing reports and datasets, including performance tuning, refresh troubleshooting, and defect resolution.
  • Document semantic models, measure definitions, data sources, and refresh dependencies to support ongoing SCC maintenance and knowledge retention.
  • Support end user adoption through report walkthroughs and knowledge transfer to business users and SCC staff.
  • Participate in agile ceremonies, backlog refinement, and requirements discussions.

Skill Matrix:

  • Professional experience developing business intelligence and reporting solutions with Microsoft Power BI. Required 4 Years
  • Strong proficiency in DAX, incl. measure development, time intelligence, performance optimization, and a working understanding of row/ filter context Required 3 Years
  • Strong proficiency in Power Query and M for data transformation and preparation. Required 3 Years
  • Proficiency in SQL and experience querying relational data sources Required 3 Years
  • Demonstrated experience with dimensional and semantic data modeling, including star schema design and relationship management Required 2 Years
  • Experience building Power BI reports against Dataverse or Dynamics 365 data Required 2 Years
  • Demonstrated ability to work directly with business stakeholders to elicit reporting requirements and translate them into working solutions Required 4 Years
  • Strong data visualization judgment, including selecting appropriate visuals and designing reports for clarity and usability Required 4 Years
  • Demonstrated ability to work independently and manage competing reporting priorities with minimal direction Required 4 Years
  • Experience implementing and testing row-level security in Power BI Desired 2 Years
  • Experience with Power BI Service administration concepts, incl. workspaces, apps, dataset refresh/ gateway configuration, & deployment across enviroment Desired 2 Years
  • Experience with Microsoft Fabric is considered a plus Desired 2 Years
  • Experience with Azure Blob Storage or Cosmos DB as reporting data sources is considered a plus Desired 2 Years
  • Experience working in a public sector, regulatory, or other compliance-driven environment is considered a plus Desired 2 Years
  • Microsoft certification PL-300 (Power BI Data Analyst) is considered a plus Desired 2 Years
